District Magistrate issued orders regarding noise pollution

Hoshiarpur - According to the order issued by the District Magistrate-cum-Deputy Commissioner Komal Mittal in exercise of powers under Section 144 of the Code of Criminal Procedure, 1973 (Act No. 2 of 1973) any sound pollution/noise making instruments, music in the district and any kind of noise pollution, noise, intimidation and any kind of crackers and fireworks shall be strictly prohibited.

Hoshiarpur - According to the order issued by the District Magistrate-cum-Deputy Commissioner Komal Mittal in exercise of powers under Section 144 of the Code of Criminal Procedure, 1973 (Act No. 2 of 1973) any sound pollution/noise making instruments, music in the district and any kind of noise pollution, noise, intimidation and any kind of crackers and fireworks shall be strictly prohibited.
   This ban will not apply only to color producing crackers and fireworks. Similarly, playing any kind of pressure horn, with different music and any kind of sound pollution, noise, bass music, excessive sound will also be completely banned in vehicles. Only government-specified horns that are free from noise pollution can be played at the specified volume.
         Apart from this, playing loud and bass music and obscene songs in any non-government buildings, commercial shops, public places, cinemas, malls, hotels, restaurants and fairs etc. is completely prohibited. Fireworks/firecrackers/loud speakers/pressure horns and noise generation within 100 meters of silence zone like ministry, forest, hospitals, educational institutions, courts, religious institutions or any area declared as silence zone by the competent authority. Operation/installation of such devices shall be strictly prohibited. Similarly, during special circumstances and occasions, organisers, loud speakers in places of worship/pandals and DJs/orchestras in official marriage palaces shall not operate without the written approval of the concerned Sub Divisional Magistrate in accordance with the conditions laid down in the Punjab Instruments (Control of Noise) Act, 1956. .
Despite obtaining necessary approval from the concerned Sub Divisional Magistrate as per the guidelines issued by the Hon'ble Supreme Court of India, the volume limit of loud speakers/DJ/musical instruments/address system etc. being played by anyone at any place is limited to the respective place. Sound standard limits have been fixed as 75 dB(A) during the day and 70 dB(A) during the night in industrial establishments, 65 during the day and 55 during the night in commercial areas, 55 during the day and 55 during the night in residential areas. Time 45 and silence zone shall not exceed 50 dB(A) during day time and 40 dB(A) during night time. Day time of this ban means from 6-00 am to 10-00 pm. This order will not apply in case of government machinery and emergency. These orders will remain in force till July 8, 2024.
